I think its just the same. Complicated to explain. Out of reach and mobile switched off is just the same thing, the person is not available. Out of reach coz maybe he’s in a place which has less signals of his carrier. Mobile switched off, Off.. turned off. Battery dead. Empty. Could be no signal though. 🙂
